(1) The unit using the hot water boiler is responsible for the energy-saving management of the boiler and its system. Technical personnel engaged in energy-saving management should possess professional knowledge related to boilers, be familiar with relevant national laws, regulations, safety technical specifications, and their corresponding norms.
(2) The applicable units for hot water boilers shall establish and implement relevant systems for energy-saving management of boilers and their systems. The energy-saving management system shall at least include the following contents:
1) Energy saving target responsibility system and management position responsibility system;
2) Daily energy-saving inspection system for boilers and their systems, and keep corresponding inspection records and archives;
3) Boiler fuel entry inspection analysis and management system, and correct selection of fuel according to design requirements;
4) Calibration and management system for measuring instruments;
5) Maintenance and upkeep system for hot water boilers and their systems;
(3) Boiler users should establish energy efficiency assessment and reward and punishment mechanisms, implement contract energy management based on their actual situation, arrange regular energy efficiency tests, and promptly rectify those that do not meet energy-saving requirements.
(4) The user of a hot water boiler shall regularly maintain and upkeep the equipment, instruments, devices, pipelines, and valves included in the boiler and its system. If any abnormal situations are found, they shall be promptly handled and recorded.
